Hey! Here's an idea! To keep users from spamming the Server Hall (Chat) with alternate accounts, there should be a restriction in which you must have at least one server uploaded to PMC by you to be able to post messages in Server Hall. You can view messages in Server Hall, but not post messages. Would that work?
Even better, but much more strict, idea: You must have at least one project/skin/server/etc. uploaded to PMC to be able to use the Chat rooms.

What about the people who come for the community and not to post submissions. Also some of the mods, such as The Adam Bomb, do not post submissions, and other moderators have in the past deleted all of their submissions, so would they not be allowed to use the chat?

I don't think that would work very well.
What about if someone had a question to ask in the server hall about a server? And there are a decent amount of people who use the chat that don't necessarily submit anything, and just use the forums.
