ask azie, as we cannot help you here, just complaining about it will yield you nothing, but a ban from the forums
AND just because 4/10 of all the skins on PMC have the steve face doesn't mean they're against the rules, they just haven't been taken down yet, just because there is a lot of skins that break the rules, it doesn't mean you can break them too, or you will be punished

Well it may be because mojang made the Steve skin. And if it had face or anything else from it left then Azie was true. Because you didn't made the steve skin and no matter if it even contained a face it still counts that you didn't made the steve skin.

it can't be that reason because many skins do have the steve face (4/10 of all skins on planetminecraft) and they do not get removed
