Tall grass in Creative Mode

I'm working on a Pokemon based adventure map, but I noticed there's no way to place the tall grass that is so commonly found in plains biomes, as well as most other biomes as well in creative mode! This would normally not be a problem, however, I'm using a flat map, and so there's no grass anywhere on the map. I know that you can use bonemeal to place grass in huge amounts, but is there any way to place individual pieces of grass?

You can use something like InvEdit to obtain large amounts of grass, or you can use bonemeal to create a huge amount of tall grass, and just destroy any grass that is out of place.
