I believe that instead of the little title seen when you are browsing through texture packs, being only texture packs, if it s a unreleased texture pack, it should say so.... that way people will be able to tell right off that it is in the works and is likely not downloadable.

Yep that works. I think it should help cut down on people questioning why the pack isn't done yet, and just downvoting it because it isn't done yet, if only a little.
