So I honestly do not know how to describe this problem but nothing the generic support answer gave to this guy helped me so yeah if anyone knows anything say please, help me as this is really annoying!

Please try this:
Control Panel --> Ease of access --> Ease of access center --> Make the computer easy to see --> at the end of the page "Make things on the screen easier to see" and unmark the "Remove background images (where available)".

It is disabled by default
Maybe reinstall GPU drivers?
