What are these "developers" that keep joining?

This sort of thing keeps happening on my server.
Random person joins my server.
Then they ask "Hey can I apply to be a Developer"
I ask what they mean by being a developer.
They respond with something like Setting it so ranks show up in front of players names, setting up plugins, consult about plugins, etc
To which I said no thanks I could do that myself.
They respond that they have been admin on server or that they ran servers and that my server sucks or is going to fail or they just start swearing at me before they leave.
My server was down for almost a year so I'm not sure if this is some new way people are try to get op on servers or something. Has this happened to anyone else?

Developer = codes in programming language
Wanna be developer = Thinks they're a developer because they can configure plugins
Ask them about Java and what IDE they use ect. most of the time they'll say, "What's an IDE", and leave.

best way to deter fake devs is to ask them to register on a website with their email adress. Only the most hardened fakers will go through. Also make sure to find a few coding questions that java developers should know. You don't need to understand them yourself, just as long as only somebody with actual programming experience could answer them correctly.

Well a developer is someone who makes plugins and server things and can be very handy! but ask them to make a simple plugin for you first!

There are 2 Minecraft developers: Those who stick to their name and actually develop plugins or mods with Java, and those who just set up plugins who aren't really developers at all. Don't listen to the latter, they always want a rank/money in return.
