You need a permissions plugin and to actually make the "mod" rank. I would recommend using PermissionsEx

Well I own a server and I made all the permissions. I love that plugin and I am really experienced with it, and made more than 50 ranks for my server. I can do tons of stuff, and yes, I do have worked with PlotMe. Add me on skype if you wish happy.my.self

The only thing is that the shots, meaning what I record in minecraft, was really laggy because of my recording system.

Hey man I really loved this idea. I have always been thinking of something similar but not quite, your idea was just nice and complete. I would really like to get involved on this project. I have owned a couple of minecraft servers in the past and I did all of the plugin configuration and kinda every thing that had to do with plugins(Except making the actual plugins) and server files, so I was wondering if I could help you with this.
