if i read the page well i see this :

(optional) Create an animation
To create an animated miniature open the animation menu using /miniature animation. Then, add the miniatures you want to use as "frames" in the animation; change the tick delay between the animation frames if you want to and create the animation using the "Create Animation" button. If you want to edit an existing animation, just hold the animated item in your hand and run the command as usual.

i have seen amzing things made with this havnt hade time to install it myself will let you know if its possible when i have time

did you have to port for votifier open in your firewall and if you run a home server you also needto setup a portfroward in your modem / router

target selectors won't work for most spigot commands as spigot works by taking the argument as string rather than the type (Player, ItemStack,etc.)

There are several plugins that allow you to use target selectors in spigot commands

history

mostly i count 1 GB of ram for about 20 players then i count a 1 GB of ram of a avg of 15 mods the size of your world also takes up 1gb of ram for eacht gb of world so a bit server with a survival world and the most use plugins you are qucikly going from 6 - 10 GB but what also is importend is the type of disk hdd is slower then like a ssd or m2 ssd that also improves memory use and ofc dont forget that a lot of plugins use a database that also cost memory personly i count for like my bungee proxy 2 -3 GB on my servers are atleast 10 - 20 GB and you only have to have 1 plugin that handles memory not wel and the problems strart but also you haave to look to the internet connection how many players can that handle. so its not only i have 4 gb so i can run a server but you have to look at more then 1 aspect. if you run a mod or a plugin is sytem wize not that big of a diffrence. if you have a good cpu a fast ssd in the server modpacks like atm and tnp advicce 6 - 8 gb ram and the have a insane amount of mods. i think evrybody you ask will have a diiffrent opinion so just start some where and see how it runs and go from there.
