What does the server need to be more successful? Not a ton of plugins to prevent lag, some measures against griefing, Essentials (a plugin), and, of course, staff members who are nice and always willing to help! Also, don't forget rules that aren't too harsh, but get to the point, plus a reward for reading the rules, like a quiz and if you get 100%, you get something like stone tools. The quiz would prevent rule breaking to some extent.
