Try giving new players a timer-protection (Time before they can PvP/Be attacked) And Don't give out too op armor, maybe something useless such as protection three gold armor. It'll break quickly, and players won't waste time collecting it. Make sure they can't /kit starter every so often if you're really concerned about it becoming out of hand. Try checking on MCForums for new networks coming together, for example my network (AerisGaming) Accepts only unique servers, mostly RPG'S. I've seen a few here and there that are looking for faction servers. The only rank-up plugin that's pretty easy to use is called AutoRank. Configure it to rank them up after (X) amount of time, or if you have an enjin site they can automatically be moved to a group if you have the enjin plugin hooked up.
If you know any youtubers you could ask if they would do a let's play on your server, viewers will think either "That server looks fun, I'll check it out" or "I MIGHT HAVE A CHANCE TO MEET A YOUTUBER". If you don't know any youtubers then start your own channel.
