Read the description, it explains that it's just clouds and a generator.

um, it's a survival. You use the cobblestone generator to build your own and mine in the clouds

it is not on survivial and how do you get to the clouds any ways

use the cobblestone to build a tower up to them, mine some stuff up, and then work on expanding your city. The creative mode default lies in the fact that it's meant to be played with a friend on a server with custom settings. If you don't want to however, just launch it to LAN and enable cheats so you can switch your gamemode.
