What is making it glow like that? Does glowstone or torches shine through wool?

There is a wool boarder on each side then a white glowstone in the middle. I used a texture pack when I made these, thats why it looks different. In the show the crest always seemed to be lighter in the middle of it, so I added glow stone to mimic the effect.
