This is a very recently built lighthouse, it was created towards the last ender expansion, helping lost end city ships find their way home. Shortly after the last ender expansion, this lighthouse was going to be torn down, as it was no longer needed, due to the more convenient, and less expensive form of transportation, the elytra, but was clemently decided against. This was made for Thymph's lighthouse jam :D
