I haven't been on in awhile and I thought I would post something.
I found a way to spawn an Ocean Monument on land!
It works every time.
If I get five Diamonds I will say how you could do this yourself.
*Disclaimer* I only tried this on PC, it should work on other types but I don't know for sure.

Ok so how to do this is when creating a world, go into more world options-->World Type: Customized-->Presets-->Drought, then go back into the settings and change the water level to 1.
When the world loads do /locate Monument
Then /tp x 300 z (replace x and z with the x and z shown
Lastly stop flying or fall to the ground where the Land Monument is. :)
you usually give a post a diamond if its good. and that isnt the case with this... joke? idk.
