Dude oil is literally the dirtiest and most noxious source of energy existing. In the contest description it says quote-on-quote: "the city should be careful not to negatively impact it's environment". I strongly believe your city has a massive negative impact on it's surrounding so I still don't think your project fits in the contest section.
