The building itself is designed in the style of Soviet architecture of the post-Stalin period, similar to the Moscow Government House; the project was prepared by A.N. Safronov and was completed in 1982. Before the collapse of the USSR, the Chechen-Ingush Republican Committee of the CPSU, the so-called reskom, was located in the building. After Chechnya declared independence in 1991, the building served as the presidential palace of Dzhokhar Dudayev, the first leader of the self-proclaimed Chechen Republic of Ichkeria, and the main seat of his government (in fact, Dudayev's office was on the eighth floor of the building). During the New Year's assault on Grozny (the early phase of the First Chechen War in the winter of 1994-1995), the palace was one of the main targets of the federal troops. Heavily damaged, it was abandoned by the separatists on January 18, 1995, after three weeks of bombing and two weeks of fighting, and was taken by the Russian army the next day.

On February 15, 1996, federal forces demolished the dilapidated building with an explosion. As of 2022, the Grozny Mall shopping and entertainment center was built on the site of the former palace.

После провозглашения независимости Чечни в 1991 году здание служило президентским дворцом Джохара Дудаева, первого лидера самопровозглашённой Чеченской Республики Ичкерия, и главным местом его правительства (фактически кабинет Дудаева находился на восьмом этаже здания). Во время новогоднего штурма Грозного (ранней фазы Первой чеченской войны зимой 1994—1995 годов) дворец был одной из главнейших целей федеральных войск. Сильно повреждённый, он был оставлен сепаратистами 18 января 1995 года, после трёх недель бомбёжек и двух недель борьбы, и взят российской армией на следующий день.

15 февраля 1996 года федеральные силы снесли полуразрушенное здание при помощи взрыва По состоянию на 2022 год на месте бывшего дворца построен торгово-развлекательный центр «Грозный Молл».
