This is a single BuildCraft Oil Refinery that is completely safe (unless you stop the cooling system). It uses three combustion engines to power the oil refinery that has input and output pipes (In this one they use tanks for the input and output). There are two switches for allowing oil input and fuel output on the refinery. The refinery will only allow oil in the back and fuel in the front but if you wish to change this you can easily, just right click the oil refinery. It also consists of one pump that is used to cool the three combustion engines that power the oil refinery. The oil refinery does run quite quickly even before the combustion engines heat up a little bit.
