The Vazion Shoa-class was a strike craft designed by Senirila Starships in a major procurement contract with the GACIAF administration to act as a dedicated anti-ship bomber, taking the place of the old Khelta-class. The ship was intended to make up for the Xexon Naelos-class' minimal ordnance, which had long been a potential issue if any significant armed conflict were to occur in Ivesceel. Given the fact that the galaxy was still early into development, and multiple large nations had only recently been incorporated into TAUFOG, GACIAF sought a bomber which could reduce the load on the galactic navy's Xexon fighters in times of conflict. The Vazion S90-2, later classified as the Vazion Shoa-class, was the design chosen by GACIAF. The officers who assessed bids for the contract appreciated the Vazion Shoa's high durability and simplicity, with a solid structure and plenty of space for missiles and torpedoes. The Vazion Shoa-class would begin development of production models in 48,425 ACT, one year after Senirila Starships was given the contract due to legal disputes between competition. Development was uneventful, with the final production increments passing all simulated and live performance tests, and the first production hulls being handed to Syvatii Unlimited for classified systems integration in 48,437 ACT.

Although GACIAF initially expected to deploy up to four million Vazion Shoa-classes, with most units being assigned to GACIAF bases and stations in the core and inner-rim sectors, events shortly after production began would lead to the quantity of units ordered being expanded significantly. The first of many Shadow Fleets attacked the Doblasct Sector in 48,462 ACT, with a second attack in the Ecalstaliss Sector in the early 48,480s, leaving massive destruction and depleting a large portion of GACIAF's sector fleets. The GACIAF administration immediately doubled their order of Vazion Shoa-classes, and would extend the production run of the design from 48,600 ACT to 48,700 ACT, with further extensions as Shadow Fleet attacks continued until the ship finally ceased production in 48,766 ACT. This was during a period when GACIAF successfully lobbied in the TAUFOG chamber for increased funding and executive power, which the organization used in part to update the majority of their armed forces under the CACS procurement program. A new Vazion model, the Vazion Nova-class, began development during the last two decades of Vazion Shoa-class production, as GACIAF had liked the Shoa-class so much they contracted Senirila Starships for a more capable modern version.
