It's a skin of Edward Elric , the FullMetal Alchemist
FullMetal Achemist is an incredible manga (one of my favorites) take place in a land (A big lot of the story take place in Amestris , a military state) like our world in 1910" but with some improvements like advanced prosthesis (Automails , they look so amazing !)
I will make a fast introduction : In the land of Amestris , 2 brothers ; Edward and Alphonse ; have lost them mother and have try to ressurect her with the alchemy but the transmutation is failed : Edward have lost a leg and Alphonse , his body ; Edward sacrifice one of him arm to capture the soul of Alphonse and put her in an armor. Alphonse take Edward to Pinako , their aunt , and save him. Some years later , Edward have replaced him lost members ; with the help of Winry , their childhood friend and a big fan of Automails ; and decide to become a state' Alchemist for find a way to recover the body of Alphonse and him members but their quest will be dangerous and incredible !
