Sorry that it took a while to comment on this. I was busy with a few things (drawings and such), but now that I'm done with them, let's get to it:
Technique - 6/10. Well, at least it looks like Elekid! He's pretty hard to make into a skin, but somehow, you made it work.
Quality - 4/10. It's not the best skin out there in terms of quality (Since all you did was use noise), but I've seen worse, so I'll give you a pass.
Functionality - 9/10. This could definitely work in game, but when the player's moving around it's "head antennae", it might look weird someone in the 3rd person.
