In the far future of the Pokemon universe most pokemon have attained true sapience due to prolonged exposure to humanity. Because of this, crime rates exponentially rose as the newly sapient pokemon were essentially untouchable due to laws that were passed, humanity could not legally harm a pokemon in any way, even in self defense. So to remedy this the police force was given grants form the government to raise volunteers from the pokemon population for the Guardian Project, a project in which volunteers would under go excessively rigorous training, and conditioning within a specially built "Academy", few "Graduate" from the "Academy" with high enough marks to validate the installment of military grade cybernetic enhancements. The first to gain clearance to these cybernetic enhancements was a recently evolved Gardevoir named Lilia whom volunteered for the Guardian Project after her human partner and childhood friend, Marcus Vigas was murdered by a doped up Infernape while she went to buy groceries. The Infernape was never captured. Afterwards she volunteered for the Guardian project so that she can finally bring the one who murdered her childhood friend to justice, and to make sure that what happened to her never happens to anyone else. After "Graduation" Lilia gave up her old name and took on the mantle of her project designation, to signify that her entire being has been dedicated to the Guardian project.
