Third dress base for PMC prom 2022!

The base colours are plain (white or grey) to avoid clashing colours, as well as too much transparency (as that can be against the rules in some cases). Hopefully, this is okay!
For now, all of the bases are in Alex/3px format. I don't usually create skins in Steve/4px. However, I'd be happy to edit the 'suits' if necessary.

If someone comes across this and it is not being used for PMC prom, the following applies:
- Don't re-create/edit/re-publish or use this skin for any reason other than wearing it in MC or Fanskins/Fanart.
