Basically, a bandit from skyrim except, I guess, a fallout or post apocalyptic version. He and his bandit gang roam around, creeping up on travelers and NCR alike and fighting to the death, even if it's a whole convoy of NCR. The element of surprise is always their most valuable weapon.
