Toriel is the guardian of the Ruins, the first area in Undertale. She saves you from Flowey who is trying to kill you, and then guides you through puzzles that are set throughout the Ruins. She wants you to be a pacifist and stay in the Ruins forever. To continue the game, you have fight her (aka spare her) to convince her to let you explore the rest of the Underground and return to the surface. Toriel is the goat mom of Asriel (who turns into Flowey) and Chara, the first human to fall into the underground. Toriel stays in the Ruins for the rest of the game, until she appears at the end with all of the other main characters. Fact: Toriel's name comes from the word "tutorial," as she is pretty much the tutorial for the game.
