A texture pack gets it's resolution from the number of pixels x the number of pixels each square is in the png file. In this file each square is 4x4. It's an 8x8 that's been reduced by half.
Also you fail at math. 2x4 would be a rectangle, 2x2 is still a square. Actually it's the first square., hence 2x4= 4 and the sqrt of 4=2.
Anyway Yes it's virtually 4x4. MC changes it into 8x8, but the file size is still ridiculously tiny.
I did make a 2x2 pack and I'll upload that in a bit just to spite you.
There are no tools done in that one because that would be a waste.
