I still use Piskel cause it's easy, it's free, and it works.

you need to make sure that you have a .zip with at least terrain.png as well as pack.txt in a zip file to make it work. (also texture packs in these versions go into the texturepacks folder, not the resourcepacks folder like modern minecraft)
