Bibliophilia is a fairly basic texture pack that changes enchanted books to all have unique textures. Where it lacks in quantity it makes up in quality. It's perfect for players who would prefer a more vanilla-feeling and simpler design for enchanted books, especially compared with other packs of the same type which can seem over or under detailed. Bibliophilia manages a perfect balance between pleasing design, easy recognizability, and a clean looking inventory.
This pack currently contains retextures for all vanilla enchanted books up to 1.19, but also includes a wide range of books from mods as well. As of 1.3 (current release) there is support for:

1. is Optifine installed correctly?
2. Is the resource pack in the correct folder?
3. Is your version of Optifine bugged or for an older version of MC? (a lot of the beta/early OF versions for 1.19 didn't have working CIT iirc)
4. Is there another resource pack installed that might cause some incompatibility issues?
I'd need more details to try and find a fix for your specific problem but these are pretty common issues that you should try before anything else.
