Don't focus on changing the visual size of it (eg. resolution), work on changing the file sizes. It's the file sizes that make it lag less. For example, disco's oCd texture pack would lag less than the default because of the mainly solid colors, which are less noisy.
Long story short, you should make a 4x4 "Simple" pack if you want to remove lag.

If i needed it, I would probably have gotten this :)
