You need to patch your Minecraft using MC patcher. Just Google it. If that still does not work and it lags a shit ton your computer is not strong enough to use this high of resolution texture packs. However this guy obviously took this because he has the resolution at 16x16 but it is a 64x64. Which could be why it does not work. The guy who posted this is a moron only wanting to level up. which is pointless because it means absolutely nothing.
