I found out that another resource pack artist had made a visible waxed copper texture pack, but that it was only visible in the inventory.
I decided to make a visible waxed copper block pack that was visible everywhere.
Waxed copper blocks will now look different to copper blocks in the inventory and when placed down.
The change is not very significant, because I still want it to look close to how vanilla Minecraft is now.
