This tutorial will help you change the Migrator Cape texture to your own, custom texture.
This texture is custom to your client/device, and will not register for other players (Like a resource pack).
This will also change the Migrator Cape texture on other players, and not just on yourself.
Important Notes
1) Access your ".minecraft" folder.
1.1) This can be accessed from your Minecraft Title Screen. Go to "Options", "Resource Packs", then "Open resource pack folder". This opens your File Explorer.
1.2) In your File Explorer, you can backtrack into your .minecraft folder.
2) From your .minecraft folder, select "assets", then "skins".
3) Inside your "skins" folder, you will find a list of folders with numbers and/or letters. Select the folder "17".
This is where the game selects the Migrator Cape texture to use. Now that you are in this folder, you can change the file to your own custom cape texture.
4) Download a cape texture. You can find them on PlanetMinecraft here or elsewhere online.
4.1) You can create your own cape. The texture file is 64x32 and the cape template can be found here.
The next steps are the most important to understand and complete.
5) When you download a cape you like, rename it to the following: "17f76a23ff4d227a94ea3d5802dccae9f2ae9aa9".
6) Use your computer search feature and search for "File Explorer Options". This brings up a small pop-up window with settings.
7) In the File Explorer Options, click the "view" tab. Then in the list of options, uncheck "Hide extensions for known file types" box. This is important and will be explained in Step 8.
7.1) If you are confused about Step 6 and 7, try following this guide.
8) Return to where you have downloaded your cape texture, and rename it again. You will notice that the name now ends in the file type, like .png. Delete the file extension of your cape texture (.png, etc). This will change it from an image file to a generic file that shows no image preview.
9) Your file is ready. Drag or transfer that file into the "17" folder you opened from Step 1 to 3. If done correctly, you will be notified that file already exists. Simply replace that file.
Your custom cape texture is now ready. Load your Minecraft and inspect in 3rd Person if your cape has changed. Be sure your cape is enabled in the "Skin Customization" setting.
If you want the Migrator Cape again, download a Migrator Cape texture here and repeat the steps above.

Not that it bugs me since I only play solo survival, but doing this forces all cape textures to be what you've edited it to (so if playing with other players with other capes, it will only show the one texture)
But you are correct, I did find my cape in folder 17, curious
Again, this tutorial only changes the texture for yourself and is not unique to you, as every other player (not just yourself) who has the Migrator Cape enabled will use the texture you've loaded in. Other players won't see this custom texture and just see the Migrator Cape on their end, making it a client-side change. This doesn't give you a unique cape, it just changes what the cape itself looks like.
Like a resource pack, you're modifying a texture to your own personal game, which I don't think is a huge problem or a crime.
