Okay, First Theme is: How To Get Any Ench Item?
You Can get paper with 10000 Sharpness or -10000 If you want.
Now, the command:

If You Want item with only 1 ench:

/give @p minecraft:item_name 1 0 {display:{Name:New Item Name},ench:[{id:?,lvl:????}]}

If You Want item with many ench:

/give @p minecraft:item_name 1 0 {display:{Name:New Item Name},ench:[{id:?,lvl:????}],ench:[{id:?,lvl:????}]}

Okay, If you want item with more ench, only add: ,ench:[{id:?,lvl:????}]}

You Can and Ench and armor and blocks.

REMEMBER:

98303 is max lvl with + If You set more than 98303, you ench have -damage,infinity,power...
