If you are still in 1.7, 16 or 1.5 you can get it with this command      /give @P 397 3 1{SkullOwner:"[b][i]player nane[/i][/b]"}

If you are in 1.8 and up this is your command      /give @p minecraft:skull 1 3 {SkullOwner:"[b]player name[/b]"}


My minecraft name is titanic27615 so the command for the new 1.8 update will be 
/give @p minecraft:skull 1 3 {SkullOwner:"titanic27615"}

THIS COMMAND IS CAPS SENSAINVE
