The Golden Charm is my idea. Using enchantments on tools does make them much more useful and potions can give you an edge in battle for a short time. Unfortunately, both of them have to be equipped in order to gain their effects. Beacons are very expensive to create, not to mention you have to beat the Wither before you can get one.
Basic Idea:
My idea for charms is that you can WEAR them on your head like a helmet and gain an effect on everything you do.
They could be used to give abilities that potions and normal enchantments can't be used on such as, "Master Farming" can make plants grow faster. "Super jump" on the charm could give you the ability to jump higher without relying on a beacon. "Retaliation" could turn hearts lost into extra damage!
Example Story:
Imagine you are mining in your newly generated world and you find tons of gold and a couple emeralds but no diamond or iron (which has happened too many times if you ask me). You come back up and you are surrounded by mobs and you have no enchanted tools and no armor. You can't craft an enchanting table because you don't have diamonds and can't make potions because you don't have any blaze rods for the stand. You have plenty of gold however and you have emeralds so you craft a charm. The charm gives you protection and you charge into battle, swinging your sword and running as fast as you can to your house. Luckily you make it to your house just before you die. Normally you would have died but your charm lasted just long enough to absorb the damage
Crafting Recipe:
The charm could be crafted just like a gold crown but with an emerald in the center. GGG G = gold
GEG E = emerald
The emerald could be substituted for certain items to give the charm its characteristics such as iron for protection, a seed for farming enhancement, coal for mining enhancement, wood logs for faster woodcutting, etc.
Why it would help the game and players:
This could finally bring a better use for gold. If gold items break fast anyway, this could provide a temporary enhancement to your game while they last. They could deteriorate the more you use the ability that its designated for.

Not really. You just need either potion or enchanted items

Ah I see. Portable beacon.
Enchantment makes the entire game a lot easier. That is why it required a lot of exp and raw materials to be achieved.
Your idea is basically destroying the game balance. Thus I do not agree.
When you are in a tough battle, you don't have the time to open your inventory and quickly swap items or equip armor
The charms are only effective until they decay, which is pretty fast so its not as efficient as enchantments and therefore does not replace them. It is only a temporary enhancement
It basically means it does not go away unless it decays.

You are always allowed to build up straight tower to hide from them and wait until your health recovers
The game has been easy enough even in the hard mode. There is no point making the game even easier.
