You know that you can't hit any Enderman with arrow, but i found i don't know if it is a bug or if Mojang put that in the game, it works just on 1.9+ Because you can have effected arrows just on 1.9 :P.
Follow the tutorial:
1- Hold in one hand (not main hand) a Chorus Fruit.
2- Hold in your main hand the bow with a effected arrow.
3- Press shift and charge the bow.
4- Shot the Enderman
Beware: The arrow will not deal damage!!!
