1. Find a Good Host or Buy/build a good PC

Ok so as you may realize you will need a good fast PC. If your server is too slow nobody will want to play. If you are building your own PC for the server here is what you should have at least:
2-3 Case Fans(Overheating is horrible for a server don't let it happen)
2.5 GHz Dual Core CPU
500 GB Hard Drive(If you run out of space on your server it wont be good you may have to reset the world or buy another hard drive)
4 GB 1600 MHz RAM
You may realize that a PC built from those components would not exactly be fast so this would be optimal:
4 Case Fans
3.5 GHz Quad Core CPU
1 TB Hard Drive
8 GB 1600 MHz RAM
If you are getting it hosted from home you might want to go to: canihostaminecraftserver.com
If your server is being hosted there are many good hosts out there and even a few sites reviewing MineCraft server hosts.

2. Use Bukkit

Nearly all good servers use Bukkit. Bukkit offers many things such as grief protection, mini-games, admin tools, and a whole lot more.
3. Build a Nice Server Spawn
-------------------------------------------------------------------------------------------------------------------------------------------------------------
The spawn point of your server is the first thing you see when logging in for the first time. It is the first impression people on your server get. If your spawn is trash people will assume your server is trash too. You want to make it big fancy. Be sure you have a few people add input on it too. Be sure the builders are experienced and you should be fine.
4. Have Friendly Staff

You WILL need staff for your server. No staff = no order. No order = bad server. It is fairly obvious that if you don't have any good staff people will not like your server. You want to be sure your staff is friendly to your players. But not as friendly as to break rules for players they like. Note: I would NOT recommend recruiting staff on the internet you will get many liars and players who just plain want to ruin your server.
5. Have people test your server before it is opened
-------------------------------------------------------------------------------------------------------------------------------------------------------------
You will need testers to be sure everything is working before you release your server to the public. For example there may be a plugin that is not compatible with another plugin or tweaks that you didn't think of.
6. Advertise and Use Votifier
-------------------------------------------------------------------------------------------------------------------------------------------------------------
Advertising will basically make your server popular. If you use Votifier you can move to the top of server listings. Votifier rewards your players for voting and gives them a reason to do it.
7. Make a Website
-------------------------------------------------------------------------------------------------------------------------------------------------------------
If you have a website you will have a place you can post news and have a place for your server players to chat and overall have a lot of fun. If your players can stay up to date with the server they will likely enjoy the server much more. One website that many people use for their website is enjin.com. It is limited but free. My server's website is hosted from 1dollar-webhhosting.com
All in all if you follow this you should end up with a pretty popular server.
