I decided to do a bit of research and through what i have found is what server types are popular and what isn't
I decided to join this vanilla server which had 5 players on. They were talking about what server type was popular and what is not. So here is a list and i have rated there populatity out of 10.
Vanilla: 3/10 (Vanilla servers are the least amount of effort you put into. It's great to started of with but will never be very popular)
Kitpvp: 7/10 (A lot of kitpvp servers have became popular. It requires low amount of effort but if you put a lot of effort it may become popular)
Towny: 2/10 (Towny is consider the hardest server type there is (knowing from experience). It requires a lot of effort but isn't very popular)
Factions: 9/10 (Factions is fun and is great to play with friends BUT the popularitity depends on the amount of effort put in)
MiniGames: 8/10 (Minigames if what a load of people like to play in there own time. Effort has to be done to get the plugin, get/build arenas/areas and setting them up)
Skyblock: 4/10 (It is popular but not if you want a small server with it)

Towny is so easy~ just join a town for the meantime until you save up the money to make your own, invite new people to your town or anyone who doesn't have one, stay active and you can charge tax to the citizens of your town if it's too expensive. Or, if you like the town you joined, then stick around and ask for some projects, you could probably get paid in economy from it too. It's only hard if you don't work with other people or are on a server where the community doesn't involve you.
I've been the admin of 5+ Towny servers and they all did exceptionally well in terms of playerbase.
