Okay, so yes, I am going to make a suggestion about a new section that PMC should implement. Many users here like to upload "Art Blogs", and I think that PMC should create an Art section to fully implement and embrace this art.
Why Can't They Just be Blogs?
The very first thing that many of you are going to say is "Why can't they remain in the blog section?" Well it's simple: the blog section doesn't take full advantage of the artistic works, and can be a huge loophole for reulebreaking and quality lacking scribble.
Before I get into those, I want to talk about the quantity of the current "Art Blog". I say about 35-50% of all blogs on the "What's Hot"/Pop Reel are artistic style blogs. This doesn't awfully bother me, but it does mean that they hog the space for some of the quality written blogs.
Also, another thing about an Art Section is that images can be uploaded individually, instead of being forced into a single blog (as stated by the rules). Users can receive credit and diamonds for individual images instead of one whole blog.
Another thing I mentioned earlier was the "loophole" for unquality and forbidden works. Lots of Art Blogs do not contain many MC related arts, which strictly speaking, risk being removed. If we have an art section, this art can be closely monitered, being removed as wished. Also, diamonds and favourites can be given to individual works so that the necessary credit is awarded. Any unrelated arts can be posted in the forums.
So What's in for the Art Section?
There are many things that will be implemented into the art section. Things could include editors, montages, stories etc.
I will start with the Art Editor. Maybe Paril can incorporate a basic drawing program that allows users to draw things on the spot for upload. It will contain all the necessary colours, brushes etc. Of course, users can upload files from their computer for the Art Section.
Montages are basically going to be collections consisting only of Artwork. If this happens, you can download the art and view slideshows of them, and make them your desktop background. Mainly this isn't a suggestion but maybe something the admin can do with the collections.
Last thing I will talk about today is the stories. A lot of characters drawn contain there stories. These can be put in the description but also can be shown alongside the art shall it make it onto the pop reel. This will allow for more insight and creativity with the creative works.

Firstly, there is the problem with the thousends of art blogs posted in the past. Will they be moved, how will they be moved and will people report them for being in the wrong section? This is also major work for the developers of the site. They will have to create an entire new system for the art area and create new rules, limits and hire new moderators.
Secondaly, blogs have had their rules slowly stripped away to create new oppertunitys. Because, of course, you can only write so much about minecraft before you want to shoot your self. This is why the blog section if often used as the 'Other' section to bring in new Ideas and keep planetminecraft fresh.
Lastly, PMC is still relatively new. They have work to do and as minecraft grows it needs to aswell. When you think about it minecraft is only in 1.8. This means there are thousends of updates to come. Also I feel that this is not on the top of the developers list of to-dos. They are still working on the responsive update and they are about to release the new profile update. Lets not even start on the new forums update they are working on.
Obviously this blog will make no effect on wether they will be an art section any time soon. As much as I like the idea of an art section and this blog it just wont happen.
We are seeing an massive increase on artwork on PMC that are creative and impressive. We need to be able to give this work the attention that it deserves instead of muddling it in the blog section.
Art blogs, or any other blog, are also not required to contain any content related to MC, so the statement you made about that is very inaccurate. Regarding Art Blogs only showcasing one image, report it and we'll remove it.
