I get this question frequently even though it's sitting in the FAQ on how to do it so here we go.
I would have posted the full images but they were too big and I can't be bothered resizing them.

- First you click the button that says "Forum" as shown below (Click to see image.)
- and then select a forum section to post in (Make sure it's a related forum section.) [Click here to see image]
- Click the "New topic" button to create a topic. (Click here to see image)
- And then once you click that create a title and enter the main part. (as seen here)
