As far as I can tell, this datapack isn't being loaded in 1.18.1.

When I use the command /datapack list, it isn't listed.

Any ideas? I really dislike Enderman picking up my blocks. :(

Nevermind, I figured it out. When downloaded, this package isn't structured in a way where you can simply drag it into your datapacks folder. I unzipped the contents and re-zipped the assets and metadata files to fix the issue.

Hi. The datapack seems to work so far, although I've seen way less Enderman than usual.
It seems the datapack makes Enderman rarer as well, which is not what I want at all.
I hope you're able to look into this issue.

Hi, I've looked into the issue and endermans aren't more rare. What I did find is that they teleport a lot more than usual for some reason(this might cause you to stumble across them less often). I'll try to fix it now, thanks for reporting it.

Does this have to be installed on a fresh world? I swear, the Endermen are taunting me, and I can't seem to make it work.

You were supposed to do that, if you type /datapack list when you are in your world you can check if the datapack shows up.
The datapack doesn't remove blocks from endermans it prevents them from picking them up so the endermans could've gotten those blocks before you enabled the datapack.
