Just to elaborate on what Mayuri said: you are able to use those sites, on the terms that you do not upload the pre-made parts. You cannot use any of them; each skin must be made by scratch, by you.

sooo basically you can't really use a website but fortunately pmc allows Programslike GIMP, photoshop ($__$), and we do have some special programs like MCSKIN3D found here http://www.planetminecraft.com/mod/mcskin3d/ which allot of people here use. With a quick google search and a little surfing around I found this:

A nice looking skin maker is nova skin. It gives you a 3D view of your character while you edit the way it looks. There is also an option to go into a 2D editor which opens up an interface similar to paint. You can also download your finished product here. Link: http://minecraft.novaskin.me/

There is this little online game where you can make your own skins. It looks like it would take a long time to make a complete skin but it is all online and you can download the finished product when you are done. Link: http://www.silvergames.com/minecraft-skin-editor

I personally would try novaskin out of the two but it is up to you!
I did not actually go test these makers, I just took a quick glace at them to see what they were all about.

Well, I don't know of any sites, that I would say are good skin creators. I would personally recommend gimp, although it's harder to use.

Another great one is MCSkin3D.
