So, the GTX 970 came out a bit ago, and I'm wondering if that would be a better purchase than the 780ti, seeing as though it is half the price at only a slight performance drop. Would I be correct and smart buying the 970 rather than the 780ti?

Yes, it's comparable to a 780 (non ti). You can get a 980, which is the fastest single GPU on the market, for not much more than a the cheapest 780.
