I wouldn't use Gimp. Its good for some things, but if you're really looking into drawing digitally its a bit lacking in some areas.
I'd go with PaintToolSAI definitely but if you can't afford it then FireAlpaca or Paint.NET are decent alternatives.

Well, I use Paintbrush. Yeah, it's only for mac, so if you don't have a mac, it won't be of much use here, but Iv'e used it for all my drawings, and it's really easy to figure out. This is only an example of what I've made before on it:

I would go with Microsoft paint it's really easy to use! You have your shapes, colours and paint brush at the top and it's used by a lot of people and I am creating a texture pack w/ it! Also yes you can edit pictures!
Wacoom tablet
That's hardware, he's looking for software
Good ol' pencil and paper is all I need
MrCreep3r1337MS Paint is obviously the best. It's used by professional artists across the globe and is a standard in media design. Look at this beautiful masterpiece I created in MS Paint.
I know. It's too beautiful. 11/10
10/10 would paint again. amazing.
Well, because I use an iPad and I usually digitally draw, I use ibispaint. It's great for drawing manga.

Not a lot a people I know use it though yet it's a amazing app to use for drawing. I think personally it's the best out of all! Cool thing is it's for Mac and other apple devices. I like using it on the computer though.

GIMP. Does all I need and more.
Paint Tool Sai and Pinta for pixel art.
I use gimp on occasion. Takes forever to load but that's just my stupid computer.
Gimp, no doubt it is much better than stuff like paint and is used by most professional modders
Paint.NET is free, easy to learn to use, and has cool effects such as adding noise, softening/crystallizing pictures, new layers, etc.
