I want to make a live, talk show, radio station. But can you even do this? If so can You provide a link if you know one. Thanks. For free online.

You do need a program, to stream on Twitch.
Live talk one ? I'm pretty you can stream your computer sound with Grooveshark so maybe with some fiddling you can do taht there. Otherwise stream it on twitch.tv Be sure to PM me if you do this !
