Factions, mini games or prison?

I am wondering what type of server to add to my network, I already have creative and survival but for the third should I get prison, factions or mini games? To be honest I have barely played on any of those so I was wondering if someone could help me out here, what I would like to know is:
Which one will increase the amount of players on the server?
Which one will be easiest to get donations from so I can add a forth?
And which one is hardest to make?
Any help is great! Thanks in advance!

But with factions dont make it TOO op, or it will be too op to enjoy, and make the prison op but not like 5mins to rankup between each rank, and it should have chest shops etc, sorry for double post D:

In my opinion if you make op prison, make op(er) donations then you will get donations <3

In my opinion, minigames would harbor in more players, Factions would be the best to get donations, and prison seems quite difficult.

You should ask the players what they want if the playerbase is that large.

I have both open and have had about 1000 people join but really only have 20-30 people stay, lots stay for 1-2 days or up to a week but then move on.

You should just stick with Creative and Survival if the server isn't open yet.
Having 5 people on Creative and 5 people on Survival is better than have 2 people on everything or less.
