New World Order (Conspiracy Theory) / 1984 "Prison city" based RP-Type server

The server WILL look horrible, vanilly and nooby at first because it IS in development and I cannot do this extensive amount of building and come up with all the fairly new idea by myself. (On official launch it WILL look professional)

I have owned servers in the past that never really got populated due to my poor advertisement skills. The server itself was a classic PVP factions server (You know, before the days of the "op" servers where everyone has fire aspect 1 million and stuff.)
The Concept

Do you like the idea of a prison-type Minecraft server. This server won't be a direct prison server but rather a server based on a popular conspiracy theory "New World Order" or the book "1984" - where citizens live in a completely government controlled city. In the server the player would start off in the lowest class/slum section of the city where he/she will need to mine/work and earn into the next section. The player can also rent rugged apartments and houses in the slums. The government/police has their own section of the city which would be nicer than the rest - more food, better living apartments and stuff. The goal of the server is to work your way out of poverty and eventually the oppressive city of the New World Order. There will be at least 5-10 sections of the city - each level up looking nicer then the other but still maintaining that dark atmosphere of an oppressive, controlling socialist dictatorship.
We can add a more detailed storyline for the server later on. What do you think of the concept?
The city would require much detail and creativity to build, hell I can't even figure out what to do for the spawn. All I know is plugins which I have an extensive knowledge about.
If your app is accepted I will PM you, if not I will likely PM you saying denied and the reason. No apps will be IGNORED unless there is a massive flood of apps.
Upon connection it is likely that little to no permissions will be set up, you will recive OP - cannot guarantee you will keep OP when the server goes live but I can guarantee a mod/admin/donor position or custom rank of your choice. This is assuming you contribute.

Hi, i am ravin04 and i would like to apply for builder on this server.
i rate my prison making skills about a 7 because i love the show Prison Break with Micheal and Linkon and stuff like that.'
i would like to be a builder because i like building prison supplies and i am familiar with being staff, i am head admin on 2 server's and admin on 3 server's. i would love to help this server and please reply to this app ASAP and i hope i see you on the server
