I think you need to make sure though you know the difference between a person posting info in a blog about a mod/plugin and getting it known, even if its not their mod/plugin, and those who try and get xp by saying that people can upload mod on their blog and having a link posted to someone else's mod. One thing i did was post a blog about a great server plugin that my friends and i have on OUR server, and i thought it was well done, so i made the blog to tell people/server owners about it and give them the link to get it, seeing as it was not on pmc.

I think it is. Even is you give them credit. Why should you get xp for what they made. Make a blog about the mod and a link to the real one. This is getting really annoying because i have seen so many lately.
Judging by how many people complain about this, I'd say we already have a forum page for it -.-
This is the same as when we had 3-4 topics AT A TIME in the last 20 posts about people asking for admin.
It's sad that people even need to point this out, if it's not yours. don't friggan' post it

It is not allowed. It truly pisses me off, considering I spend hours on my mods.

No need for such a forum. That's what the Reporting system is for. Any experience (or down votes) accumulated on that submission will be wiped away once the stolen submission has been removed.

there should be a forum in which people post links to anything they find that needs to be banned (with a reason of course) then everyone could team up, -1, and report them to help the moderators spot the people doing wrong.

No. It's simple, just report it, and if it does not get handled within a week, then PM a mod. Not only would this be redundant, it would also be against the rules because this would fall into the category of lynch mobs. Remember, mods won't bee the only ones looking at the thread.

No, that would be like a black-list, which is against forum rules.
Reporting it is the best way to solve it. Because reports go straight to the Moderator Panel. Forums are slower, and won't be able to see all the time.

it's a simple thing... FLAG the offending mod/texturepack/skin/etc for moderating. It will get dealt with. The best thing you can do for faster response is include a link to the original IN YOUR FLAG.

Someone uploaded millenaire and i saw a mod pack where none of the mods he had permission to upload.
