Yea, I think aslong as it has some edited blocks, It's fine. I see many 10-20% completed textures, but like WoD said, it will have to be updated fairly frequently.

Well, the bare minimum we require is the texture pack be 50% complete. Though I have no problems with packs as long as they are continually being worked on.
