I use OBS (Open Broadcaster Software) and I really love the recording capability it had, possibly the best I've ever seen / used. But ever since my SSD died, I've had to use my old HDD until I get my new SSD. Which really sucks, and I've noticed that recording at 30Mbps on my HDD isn't as smooth as it was with my SSD, so I was wondering what's the lowest possible bitrate I could go down to for 1080p 120fps & 720p 120fps?

Instead of recording the gameplay while playing the game, I usually just go back and save the games I did well in, then follow this guide to record it from CSGO's theatre. Assuming your referring to a CSGO slow mo shot.

Don't record at 120 FPS. Record at 60 FPS.
But when I want to do slow mo shots, I like to record in 120fps.
1080p 60 FPS should be fine. Keep the bitrate at 16Mbps and you should be good to go.
I don't know why, but no matter what bitrate I set my videos to record at, and I'm probably sure, that bitrate has nothing to do with the issue. But when I go to watch my video back, to see how it looks before editing it, it always freezes as soon as I get into a game. Like it will always show me in the main menu, just fine, but right when I go to do the actual gameplay, it always freezes. I'm not sure if it's just me or the video.
60 fps is 1080p.

What are you talking about? You can have 30fps with 1080p and others.
