Free to use means that basically the players can use the outfit on any server without worry.
Players can also modify the colors or do with it what they wish under the condition that credit is given with a link should they chose to repost their modifications.

What can I submit to the Boutique?
Clothing and/or accessories designs inspired by the renaissance era. You can create one article of clothing, or one piece of jewelry. or a pair of shoes, or an entire outfit. I just ask that the actual skin/body of the character is not uploaded with your clothing. This will make the piece easier to add onto the players skin!
